Governmental subsidy plan modeling and optimization for liquefied natural gas as fuel for maritime transportation

Environmental concerns are currently a major issue in the maritime transportation industry. A practical approach to implementing green is adopt liquefied natural gas (LNG) as marine fuel. Government subsidies would efficiently stimulate adoption of LNG However, question how determine appropriate amount has not yet been investigated depth. In this paper, trilevel programming model proposed address subsidy optimization problem. Decisions at government, port, and ship levels integrated into model, which aims maximize social benefit government’s net profit. Based on behavior rules operators, tailored method convert bilevel (port level level) problem an equivalent single-level Embedded enumeration algorithm, significantly reduces difficulty solving series numerical experiments with realistic parameters were conducted show significance study validate algorithm.
